Innovative Education Management has been successfully developing and operating California charter schools for the past eleven years. IEM database systems are specifically designed to be compatible with district accounting systems and SACS codes and can generate regular customized data reporting to meet all district oversight requirements.

Finance
Submits and creates budget reports, cash flow analysis, balance sheets, accounts payable and receivable, general accounting, purchasing 

Personnel/ Human Resource
Employment applications, DOJ clearance, credential verification

Payroll and Benefits
Processes all payroll, STRS, PERS, and health benefits

Insurance
Manages insurance policies, oversees risk management, oversees OSHA

Facilities
Manages facilities/leases, phone accounts, and records and materials storage

Political
Legislative analysis and interpretation

Administrative Services
Provides all administrative services and general management required for efficient operation of the charter school. These include, but are not limited to, supervision and facilitation of administrative processes and procedures related to pupil records, attendance, student discipline, state testing, contract programs, IT support, and compliance with external funding requirements.

Special Education Services:

  • Interface with district's SELPA to insure compliance with all phases of special education including: referral, assessment and identification, and services to insure that all phases of Federal IDEA mandates are followed.
  • Develops a special education Memorandum of Understanding between the charter, the district's special education personnel, and the SELPA to clearly delineate the charter school's roles and responsibilities for the operation of special education programs. 
  • Coordinates all phases of the IEP process (meeting notices, IEP development, implementation, and monitoring) for all students referred and/or identified for special education.
  • Monitors IEPs for compliance as required to meet state mandates (including Coordinated Compliance Review and CASEMIS)
  • Develops a spreadsheet specifying entitlements based upon AB 602 funding models. 
  • Monitors special education expenditures with sponsoring district and SELPA to insure there is no encroachment to the sponsoring district.
  • Interfaces with all families of identified students attending the charter school

With over 28 years experience in the field of education and a master's degree in special education, Jill Brogan brings a wealth of knowledge and experience as director of the special education department.
Before joining IEM, Jill was assigned to the California State Department of Education. There she provided technical assistance to school districts throughout the state, insuring their compliance with state and federal special education law. Prior to her work in Sacramento, she worked for twelve years as a principal and vice principal for San Diego Unified School District.

IEM Highlights:

  • 21,847 students have graduated from IEM schools since 1993
  • IEM has been instrumental in opening and managing 8 California Charter Schools in the last 11 years
  • Connecting Waters Charter School in the Waterford Unified School District was opened in the fall of 2002 with 1,120 students enrolled. The school currently has 1,446 students enrolled, including 55 ESL students, 126 adults, and 74 special education students
  • Connecting Waters Charter School is in its second year of operation and has initiated the WASC accreditation process.
