REVISED 8/2008

NCLB (No Child Left Behind)

&HQT (Highly Qualified Teacher) Department Elluminate ClassesQ & A’s 2008-2009

Q.  Do Junior College teachers have to be NCLB compliant?

A. No, the federal mandate requires that the employees of our school be NCLB compliant.  However, we hope that the instructors at the JC’s are highly qualified.

Q.  Can a parent be HQ if they are knowledgeable in a subject even if they do

not have a teaching credential?

A.  According to CDE, an individual can be highly qualified based on their knowledge and experience in a subject.  For example, a parent might have a degree in Mathematics or another core subject. CWCS requires that the parent be a subject matter expert with 5 years of experience (working), a degree, or credential in the subject

Q. Do the ESs need to verify that tutors or CP instructors are HQ?

A. Yes, you should use the above criteria.  Our CP instructors at our Learning Centers are either HQ or will be overseen by a HQT for High School courses in math, science, English, and Social Science.

Q. Is there a list of HQT tutors that we can use for our students?

A. Yes, we have a list of CAHSEE HQT approved tutors. We have started with CAHSEE since all students must pass this exam in order to receive a high school diploma.

Q. Will more funds be available for the HQT department classes?

A. There are no additional funds taken out of the student account for the HQT Department classes at this time, but as the demand increases there may be charges incurred for future classes this school year.

Q. Must all students in grade 9-12 have a HQT in all core subjects?

A. All students must be provided the knowledge, opportunity and access to a HQT in English, Math, Science, Social Science, VPA, and Foreign Language. This can be achieved through online courses, our online department courses, tutoring, college classes, LC classes or your own HQ ES.

Q. What if my parent does not want to participate in the HQT Elluminate Online Classes?

A. Your family can fulfill HQT with the other HQT options.

Q. Do we still have the HQT Parent Denied option?

A. Yes, our school is built on parent choice; but HQT Denied by Parent” can not be used for students who :
-are earning A-G credit
-are credit deficient
-have been previously expelled from school
- have a gpa of 2.0 or below
- score far below basic on STAR
- do not have a parent involved in the educational process.

See HQT LR documentation for more information.

Q. Do we need to buy certain curriculum to participate in the HQT Elluminate classes?

A. Yes, you must purchase the textbooks and materials required for the class in order for the student to attend the class and obtain credit. These classes have been set up the same as other CP classes.

Q.  What are the ES responsibilities and how will the student’s grade be determined for the HQT Elluminate classes?

A.  Log in to Moodle and sign up as a class member.

·        Daily work assignments to be graded by parent or ES (The ES will still evaluate the work on a weekly, bi-weekly or monthly basis using coursework, samples and observations).

Q. Can Multi-subject teachers still provide service to 7th- HS students?

A. Yes, they can with the collaboration of a HQ teacher providing instructions to students in grade 9-12 in the core courses. CDE changed their position and determined that the multiple subject credential covers students in grades 7 & 8 unless it is a high school course such as algebra.

Q. My student only needs 1 credit in Life Science, 2 in Economics, 2.5 in Govt…is it ok to fill up small credit classes with Starline Packets? How would this work with the NCLB requirements. They weren’t planning on having a tutor for these classes, and online classes are too expensive for just a couple of units. Could they enroll in a department course and use Starline?

A. No, this year a student who enrolls in the HQT Elluminate classes must use the course curriculum. CWCS has a number of tutors available who would work with a student in this situation. http://www.ieminc.org/handbook/NCLB/HQTCAHSEE.htm

Q. How do I know if a student should enroll in the Department Elluminate class or not?

A.  First, look at your high school student’s STAR test results in Edusoft. If the student is advanced, proficient or is enrolled in a core online teacher interactive course, a class at the learning center with a HQT, a class at the junior college, a HQT tutor then your student is doing fine.  If the above is not true then you should enroll them with the Department Elluminate class through FRED.

Q. What should my student do if he/she is on the waiting list on a Department class?

A. Check with the HQT but most are allowing students to attend classes for 2 weeks to see if any openings occur.  Students who do not attend classes and do not notify instructors will be dropped from the course.

Q. Will my student automatically receive a-g credit for taking an a-g HQT course?

No, the student must use the a-g curriculum required, and the texts must be recorded in the learning records. If it is Biology 1A, they must also take a biology lab along with the Elluminate course.

Q. Where can my student get help if the course seems too difficult?

Some students may need extra help in order to be successful in a class. Please use tutors and the Personal Professor archived lessons
