Highly Qualified Teacher Learning Record Documentation
Purpose of HQT:
The purpose for the HQT notation on the learning records is to provide evidence to the CDE (California Department of Education) and the District in the event of an audit that we are following the NCLB Federal Mandate and have provided each student access to a HQT.
Am I considered an HQT?
If you have a multiple subject credential and serve students K-8 (except Alg. 1 and above) you can be the HQT for your student. If you have only a multiple subject credential (no other authorizations through HOUSSE I or II) and are serving secondary students (9-12) then you must provide your students access to a HQT in the subject areas that NCLB requires.
Learning Record Documentation:
When creating a High School Report Card, to the right of Work Level, there is a box called “NCLB Teacher of Record”. Choose from one of the following and it should appear automatically in the learning record documentation beside the course title:
1) HQT ES is Certified (only if you are certified as the HQT for this course)
2) HQT Online Course: only for approved online courses-
HQT online vendors and a-g
online vendors
3) HQT CP Course (choose this if it is an HQT Elluminate,
HQT Access course or HQT CP course)
4) Community College.
5) HQT Tutor Vendor (see http://www.ieminc.org/handbook/NCLB/HQTCAHSEE.htm )
6) HQT Parent Denied (must be proficient in STAR, and only for non-A-G…see note
below)
7) Parent is HQT (The parent must be a subject matter expert with 5 years of experience (working), a degree, or credential in the subject. Note in first learning record how parent qualifies and for A-G courses, parent must obtain approval from the Executive Director)
The HQT notations should be included in all core growth areas on each learning record: English, Math, Social Science, and Science, for all students taking HQT dept. or High School level courses. Please use the following most current STAR scores:
>STAR ELA scores for English, Social Studies, and Biology and Anat/Phys
> STAR Math scores for Math, Chemistry and Physics
HQT Parent Denied:
When writing the “HQT Denied by parent” please realize that this response is an exception rather than the norm. This response can be used for:
Be sure you have explained to all parents that you as their teacher of record are not qualified in this particular content area and you have provided them the HQT options. If you have parents that have denied in all areas you must consult your advisor so that we are aware of this situation. Your advisor or the school director may be calling these parents to question why they are denying access to highly qualified teachers that will benefit their student’s education.
