Highly Qualified Teacher Learning Record and Report Card Documentation
A. When creating a High School Report Card, to the right of Work Level, there is a box called “NCLB Teacher of Record”.
-A selection must be made here before any subsequent drop downs will appear.
-You must choose from one of the following for all core academic subjects listed below, and it will then show in the learning record documentation beside the course title.-If it is a core course, and no HQT selection is made, FRED will default to your name. This must be changed unless you are qualified for HQT in the subject.
-For Non-Core courses like PE, Educ & Career, Driver's Ed, etc, choose "0" for n/a and leave the default with your; changing it to another ESes name or another choice like HQT vendor for a non-core class will result in an error on the report.
-For non-core community college courses, select “0” for n/a, leave the default with your name, and then choose Community college under external course to indicate the college that the student is attending.
0) N/A for non-core courses
1) HQT ES is Certified:only if you are certified as the HQT for this course; you must be NCLB approved for this subject.
2) HQT Online Course: only for approved online courses which a PO is made and the vendor is selected from these lists - HQT online vendors and a-g online vendors NOT to be used for Moodle/Elluminate Courses nor any courses taught by CWCS employees)
3.1) HQT CP Course (for any HQT CP set up in FRED that is a core course (not for non-core): HQT Moodle/Elluminate, HQT CP, HQT Learning Center, HQT Tutoring, HQT Individualized Access, etc… for any course taught by a CWCS employee)
4) Community College. be sure to fill out all three boxes for this
5) HQT Tutor Vendor (see http://www.ieminc.org/handbook/NCLB/HQTCAHSEE.htm only for those marked vendor on this list list and for which a PO is made, NOT for CWCS Employees)
6) HQT Parent Denied (must be proficient in STAR based on previous Spring scores, and only for non-a-g…see note below. When choosing this option, if a student is new to CWCS, the ES must enter, in the student's first LR for the semester, the student's previous Spring's STAR scores from their previous school.)
The teacher of record should default to the ES’s name, do not leave this field blank.
7) Parent is HQT: can be used only for non a-g due to UC guidelines for a-g courses. To use this option, the ES must obtain pre-approval each year from their ES Advisor: The parent must be a subject matter expert with 5 years of experience (working), a degree, or credential in the specific subject area for the course from list below; exceptions only as approved by Executive Director. Note in first learning record how parent qualifies.The teacher of record should default to the ES’s name, do not leave this field blank.
B. The next box to select is directly under "Course Teacher". A drop down will show Community College, Distance Learning, HQT Vendor, and then a list of all CW Employees that are HQT certified. You must choose one of these options for numbers 1-6 above. Here is an example of how things should look using a student of Rebecca Rasmussen. (The Grade “0” is invalid as the student used for this example was a Kindergarten student):
The HQT notations should be included in all core growth areas on each learning record
-English/Language Arts, Reading- including reading interventions and CAHSEE English classes
-Mathematics- including reading interventions and CAHSEE Math classes
-Science: Biological Sciences, Chemistry, Geosciences, Physics
-Social Sciences: US and World History, Government, Economics, Geography
-Foreign languages(specific-French, English, German, etc)
-Drama/Theater (English credential)
-Visual Arts
-Music
-Dance (Physical Education credential)
HQT Parent Denied:
When writing the “HQT Denied by parent” please realize that
this response is an exception rather than the norm. This response can be
used for:
Be sure you have explained to all parents that you as their teacher of record are not qualified in this particular content area and you have provided them the HQT options. If you have parents that have denied in all areas you must consult your advisor so that we are aware of this situation. Your advisor or the executive director may be calling these parents to question why they are denying access to highly qualified teachers that will benefit their student’s education.
Please use the following STAR scores from the previous Spring to verify proficiency:
-STAR ELA scores for English, Social Studies, Earth Science, Biology and Anat/Phys
-STAR Math scores for
Math, Chemistry and Physics
(VPA and Foreign Language are not measured by STAR, and therefore have no means of verifying proficiency. "Parent denied" on these courses must be Pre-approved by the Executive Director.)
